That Planning Application 20/01511/FUL be APPROVED, in line with the officer recommendation and the conditions set out in the officer report, for the following reason:

Reason

 

The proposed acoustic barrier is considered to respect the characteristic pattern and features of the surrounding landscape, to cause no demonstrable harm to residential amenity or the rural amenities of the area or to adversely affect highway safety or the structural stability of the adjacent A303. The planting scheme that will form part of this application will not adversely affect any protected species and is likely to provide enhanced habitat to wildlife in the vicinity to the benefit of local ecology. As such the proposal accords with policies SD1,SS2.EQ1, EQ2 EQ4  EQ6 EQ7 TA5 of the South Somerset Local Plan (2006-2028)

That planning Application 20/00952/FUL be APPROVED, in line with the officer‘s recommendation and subject to the conditions set out in the officer report, and with a revised condition requiring details of the colour of the buildings to be agreed, as requested by the Members and agreed by the applicant, for the following reason:

Government advice states that local planning authorities should approve applications for renewable energy projects where impacts are (or can be made) acceptable. Notwithstanding local concerns, it is considered that the benefits in terms of the provision of a renewable source of energy, which will make a valuable contribution towards cutting greenhouse gas emissions, outweigh the impact of the proposed PV panels on the local landscape character and heritage assets. . In addition, the proposal would not cause significant and demonstrable detriment to highway safety, residential amenity, flood risk and drainage and biodiversity interests. As such the proposal accords with the Government's objective to encourage the provision of renewable energy sources and the aims and objectives of the National Planning Policy Framework, Policies SD1, EQ1, EQ2, EQ3, EQ4, EQ5, EQ7, EP5, TA5 and TA6 of the South Somerset Local Plan and relevant policies and aims within the Queen Camel Neighbourhood Plan.

The Chief Executive, following consultation with the Chairman and Vice-Chairman of Area East Committee plus the ward members, made the following decision:

 

That planning Application 20/02315/S73A be APPROVED, in line with the officer recommendation and the conditions set out in the report. In line with Members wishes I ask that planning officers request the applicant agree to restrict the field of vision of the CCTV cameras to ensure they only point inwards into the site, for the reason set out below:

 

Further I request that for all future applications for solar energy sites that consideration be given to a standard condition relating to the field of vision of associated CCTV to ensure the privacy of neighbouring properties.

 

Reason:

 

The proposal to install additional CCTV camera system in association with the existing solar array development for the same temporary period as the solar park itself would respect the character of the area and would cause no demonstrable harm to landscape character and visual amenity, neighbour amenity, highway safety, flood risk or biodiversity. As such, the proposal is in accordance with the aims and objectives of the NPPF and Policies SD1, EQ1, EQ2, EQ4, EQ5, EQ7, TA5 and TA6 of the South Somerset Local Plan.

agreed in principle to progress the development of the project and the underwriting of the total project costs by SSDC, of up to £23.01m, with a further report bought to Executive once full financial implications including VAT were confirmed.

 

 

b.

noted the intention to partially offset the project costs with future grant funding applications, which can be progressed if the project is approved in principle to proceed. 

 

 

c.

noted the confidential appendices, namely the Executive Summary by Charcoal Blue, and the initial financial assessment of the business case to refurbish the existing site and facilities; and to extend the site with both additional educational and commercial income earning facilities; which will assist in repaying the proposed project costs. 

 

 

d.

noted the current financial forecast in the business plan, which is awaiting VAT advice.  (This is to be presented in a final report for approval in due course).

 

Reason:

To approve in principle to refurbish and develop The Octagon Theatre and underwrite the full value of the project, up to £23.01 million (excluding VAT), subject to the successful application for various forms of grant funding which would partially offset the overall project costs. Confirmation of VAT implications for the Council are being sought by a specialist tax advisor.
