Declarations of Interests

In accordance with the Council's current Code of Conduct (adopted July 2012), which includes all the provisions relating to Disclosable Pecuniary Interests (DPI), personal and prejudicial interests , Members are asked to declare any DPI and also any personal interests (and whether or not such personal interests are also "prejudicial") in relation to any matter on the Agenda for this meeting. A DPI is defined in The Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012 (SI 2012 No. 1464) and Appendix 3 of the Council’s Code of Conduct.  A personal interest is defined in paragraph 2.8 of the Code and a prejudicial interest is defined in paragraph 2.9. In the interests of complete transparency, Members of the County Council, who are not also members of this committee, are encouraged to declare any interests they may have in any matters being discussed even though they may not be under any obligation to do so under any relevant code of conduct.

Minutes:

The Committee noted the procedure to be followed when considering Licensing Applications under the Licensing Act 2003.  The Chairman introduced the members of the Sub-Committee and the Officers present at the hearing.

The Solicitor representing Jockey Club Racecourses Ltd. explained that it had been helpful to have the time to discuss the proposed conditions with the Responsible Authorities.  As a result of these discussions they had in principle agreed conditions subject to the wording being to the satisfaction of all the parties. 

 

He advised that he was in the position where he needed to spend some time to type up  the proposed conditions with the wording agreed in principle which he estimated would take around 30 minutes and then could present them to members for their consideration.

 

Representatives from the Police and Fire Authority advised that they would need further time to fully consider the wording of these conditions before making a final commitment.  It was therefore agreed to adjourn the hearing to Monday 13th March 2017.

 

RESOLVED:

That the meeting of the Licensing Sub Committee be adjourned until Monday 13th March 2017 at 1.00pm.
